    It will depend on WHERE you are (state and local laws), but

    Here in Norther California I use either Talbots Toyland or Hobby Town USA.

    Other that the few “complete beginners kits”, Estes ALWAYS packages the engines and igniters separately.

    Rocket kits do not come with motors (unless you buy a launch kit) because there are usually several optional flight modes. This allows you fly your model at the height and design that you have built your rocket (to specification) for. For example most basic rockets offer an A, B, or C motor flight option. Which is the reason motors are packaged seperately. They are cheaper to bundle and not everyone wants a package of mixed sizes. You can also find bulk packages (25) motors even more inexpensively (usually in a single size) at your local hobby store. Where 3 engines may cost $ 6.00, the bulk pack would be 25 motors for $ 18.00. I hope this helps you.
